Codificación de video y propiedad intelectual en televisión digital en Cuba.
Abstract
Los estándares de codificación de video H.264/AVC y AVS están implementados en las cajas decodificadoras que se comercializan en Cuba. LACETEL, Instituto de Investigación y Desarrollo de Telecomunicaciones ha participado, realizado y divulgado los resultados de diversas pruebas comparativas que demuestran un desempeño y rendimiento similares entre estos estándares. Actualmente H.264 es el más maduro y con mayor soporte industrial, diferencia que se va reduciendo a partir de que AVS es obligatorio en el contexto de la Televisión Digital (TVD) en China, impulsando el aumento y diversificación del soporte industrial asociado a este. Para la adopción oficial de uno o ambos estándares por Cuba resulta esencial el tema de la Propiedad Intelectual y el impacto de los derechos y obligaciones derivados de esta. En este trabajo se abordan las políticas de las organizaciones que desarrollan estos estándares respecto a la propiedad intelectual, las patentes asociadas y su administración por quienes las controlan, los términos de las licencias, las obligaciones de pago por royalties y los riesgos de demanda asociados. El análisis presentado tributa a esclarecer las principales cuestiones referentes al tema de la Propiedad Intelectual.
