PROPOSAL FOR A PUBLIC NOTIFICATION SYSTEM ON THE ETECSA MOBILE NETWORK

Abstract

Cuba faces increasing challenges in emergency management, from extreme weather events to health crises. Despite the growing international recognition of Cell Broadcast as an effective tool for the mass dissemination of alerts in emergencies, Cuba still faces limitations, such as the inability to acquire the necessary technology, which hinder its implementation. The need arises to implement an early warning system using open-source software, leveraging the existing cellular network infrastructure and Cell Broadcast technology.

 

This project proposes, based on a comparative analysis of two open-source software tools and the global development of this technology, a public alert system for Cuba using Cell Broadcast technology. The Cell Broadcast system was characterized by each of the existing mobile technologies. Based on this characterization and a study of network conditions, the system was proposed for the ETECSA network using GSM and LTE technologies, and the impact of message reception was measured. The results obtained should reflect the effectiveness of implementing this public alert system with this technology on Cuba's telecommunications network.
